Judging Panel
Tri-State Band Judges Association has provided
quality judging throughout the Midwest for the past 30
years. This year Tri-State has provided panels for over
35 parade and field show competitions. Tri-State draws
from a pool of 28 qualified judges who have been or are
presently band directors or specialists in the marching
band area.
Prelim Judges
Mary Goheen, Brandon, SD- -Music Execution
Mary Goheen directed the Middle School Band and served
as color guard instructor at Luverne High School in
Luverne, MN for 24 years. Her Luverne guard earned a
reputation for excellence and was recognized for their
creativity, precision, and innovation. Mary has also
served on the staff at the University of South Dakota
summer color guard camp for a number of years. She is
currently active as a clinician and adjudicator
throughout the Midwest.
Shane Macklin, Sioux City, IA- -Marching &
Maneuvering Execution
Shane Macklin has been an active teacher, clinician,
show designer, and adjudicator for the last 22 years.
During his tenure as director of bands at Roosevelt High
School in Sioux Falls he developed a program that
excelled in concert, jazz, and marching. Mr. Macklin is
currently the director of bands and assistant professor
of music at Morningside College in Sioux City. The brand
new Marching Mustangs will premier in 2014.
Bob Goheen, head judge; Brandon, SD- -Music
General Effect
Bob Goheen served as director of bands at Brandon Valley
High School in Brandon for 28 years. Under his direction
the concert, jazz, and marching bands consistently
received awards and superior ratings at music
competitions in South Dakota, Minnesota, and Iowa. Since
retiring in 2010 he has been active as a clinician and
adjudicator, working with elementary, middle school, and
high school students throughout the tri-state area. Mr.
Goheen was recently inducted into the South Dakota
Bandmasters Hall of Fame. He currently works for South
Dakota State University as a student teacher supervisor
in the Teaching, Learning, and Leadership Department.
Kim Cosens, Owatonna, MN- -Marching & Maneuvering
General Effect
Kim Cosens taught instrumental music for 20-plus years.
His bands won numerous honors in the Midwest and
nationally. His teaching experience included Director of
Instrumental studies for the high school band programs
of Mitchell, SD, Spirit Lake, IA, North High School in
Sioux City, IA, and Waseca, MN. Mr. Cosens continues to
serve as a consultant, guest conductor and clinician and
is in demand as an adjudicator in Jazz, Concert, and
Marching Band.
Steve Lyons, Champlin, MN- -Percussion
Steve Lyons is in his 22nd year of teaching band at
Champlin Park High School in Champlin, MN where he
directs all the bands and teaches percussion studio
classes. An active arranger and composer, Steve has
written extensively for marching bands in Minnesota,
Illinois, Kentucky, and South Dakota. An advocate of
lifelong learning and playing, Steve presently plays
with the Generation II Big Band and directs the St.
Louis Park Community Band.
Andy Schmidt, Hugo, MN- -Color Guard
Andy Schmidt is the 7th and 8th grade band director at
Highview Middle School in New Brighton, MN. He is
actively involved in the marching community in
Minnesota. He has served as a guest clinician/instructor
for several award winning marching bands, drum corps,
color guards, and drumlines in Minnesota and throughout
the upper Midwest. Andy is also an active adjudicator
for field shows, parades, winter color guard and winter
drumline competitions across the country.
FINALS JUDGES
Bob Goheen, head judge; Brandon, SD- -Music
Execution
Bob Goheen served as director of bands at Brandon Valley

Dale Nelson, Luverne, MN- -Marching & Maneuvering
Execution
Dale Nelson is currently in his eighth year as the
director of bands in the Hills-Beaver Creek School
District located in Hills, MN. He has over 30 years of
marching band experience directing the Parkston, SD and
Luverne, MN high school bands. Dale's bands were
consistent place winners at the Waseca Marching Classic,
Festival of Bands in Sioux Falls, SD, and the Luverne
Tri-State Band Festival. He's been an active marching
band adjudicator for the past 15 years.
Jon Mattheis, Edgerton, MN- -Music General Effect
Jon Mattheis has spent the past 15 years teaching in
South Dakota, Colorado, Nebraska, and Minnesota. He is
currently the music instructor at Southwest Minnesota
Christian High School in Edgerton, Minnesota. Under his
leadership, performing groups have consistently been
awarded superior ratings at contests and have been
invited twice to perform at state music educators'
conventions.
Steve Citta, Cedar Falls, IA- -Marching &
Maneuvering General Effect
Steve Citta developed one of the premier marching bands
in Iowa while he served as high school band director at
Waterloo West High School. A professional musician,
music arranger, and drill writer, Mr. Citta is in high
demand as a marching, jazz, and concert band adjudicator
and clinician throughout the Midwest.
Lee Krueger, Oronoco, MN- -Percussion
Lee Krueger is a music teacher and director of
percussion for the Rochester Catholic Schools in
Rochester, Minnesota. He co-directs the Lourdes High
School Marching Band and is a free-lance percussionist.
He presently serves on the Board of Directors for the
Minnesota Percussion Association.
